Exporting Settings (Users, Rules, etc)

I am using Outlook 2013 - on a PC (Windows 7 32bit) and a tablet (Windows 8 64bit).  My PC is my main computer and I use it to POP a lot of email accounts.  I send these to specific folders.  However, when I send out an email, I might want it to come from the specific alias (reply-to). 

I know that we can go back into the Send/Receive Groups and choose only send, but I did not know if popping them from two computers would create two emails from the same person - Windows 7 POPs the email and Windows 8 POPs it also.  But since it is an exchange account that ties everything together, I did not know if it would sync two emails (since one is on Windows 7 and one on Windows 8). 

I found a couple of programs that say they will export these settings so I do not have to enter them again.

Without trying to bias you by posting a link and telling me that is good a one, can anyone recommend a good program that would do this?
