Outlook 2013 Client side rules not working.

I upgraded from outlook 2010 to 2013 and my client side rules are not working and i need click on Run rules now in the rules configuration.

Also, it is asking me to confirm whether i want client or server rules and dont have an option to enable both.

I have many client and server rules and i need both to be enabled. Is there a way to enable both the rules? and why is that client side rules not working?
