Permissions tab missing from Room mailbox

I've run into a snag. I created my first Room Mailbox and assigned myself full access. I also set automatic accept in the delegation section, but no one can add appointments except me. It tells the users they don't have permissions. I tried to check the permissions by going to properties in Outlook 2013, but the Permissions tab is missing. I've verified that this is a Room Mailbox from EAC.

Any ideas?
