Out of Office Automatic Replies Won't Enable when not using Cached Exchange Mode?

Out of Office Automatic replies work correctly for us, but you can only enable the setting from OWA or from Outlook that has Cached Exchange Mode configured. For people that do not have Cached Exchange Mode enabled in Outlook, they receive the following error when clicking on the "Automatic Replies (Out of Office)" button to configure it:

Your automatic reply settings cannot be displayed because the server is currently unavailable. Try again later.

This happens in Outlook 2010 & 2013. Autodiscover is configured and working.

Any ideas on why this is happening?
