Saving HTML-formatted e-mails with attachments as .MSG from Public Folder open as Rich Text (RTF)

I am looking for any insight into a problem with saving e-mail messages with attachments from my Public Folder structure. I can use "Save As"/.MSG on any HTML formatted e-mail with attachments in my personal Inbox and the .MSG file opens as an HTML-formatted message, as it should, with the attachment(s) showing in a line under the subject. However, within my Public Folder structure, when I use "Save As"/.MSG for an HTML-formatted e-mail with an attachment to save to my local desktop, the e-mail is saved with an Rich Text Message (RTF) message format, with the attachments showing inline with the body. We recently migrated to Office 365/Exchange 2013 from Exchange 2003 and this was not an issue prior to the migration. I have tested multiple on multiple Windows OS platforms (XP, 7, Server 2008) with multiple versions of Outlook (2007, 2010, 2013), and the results are the same. I have found nothing on the internet that even closely resembles what I'm experiencing. Please let me know if you need additional information. Any assistance would be greatly appreciated. Thanks !!!
