OAB download stuck on one client but not another

OK so here we go.  In our environment we are running Exchange 2007 and most clients have Oultook 2007 and Outlook 2003.  Recently we noticed that some users began complaining that they were not able to see updated users in the Address Book.  Upon troubleshooting I realized my predecessor had not setup the OAB correctly as there were many things wrong with permissions and such.  We have since fixed the permissions issues and users who were not working are now able to download their address books but there are still user's who can't connect and I am one of them.  One of my tests revealed that from my machine OAB just hangs while from another machine it downloads without a problem.  I have already checked that the OAB is being generated and all permissions are in place.  I loaded SP2 to see if that would help in Office but realized that didn't fix a thing.  Our question is how was it working for so long and now its not.
