outlook 2013 cant change out of office rules

Scenario:

I have a couple of staff members who have left the business.  I want to setup out of office so a message is sent saying they have left with new contact details.  This works OK.  However I also want to forward the message, when I try and set up a rule which forwards the message and deletes the message.

If I use Outlook 2010 everything works OK, I can set this up.  When I try with Outlook 2013 I get an error Changes to the rule cannot be save.  The rule can only not be saved when I am trying to forward it to another user - If I set it up to delete the message, move the message, copy the message it saves.

This is a very useful feature and I would like to keep it.

I have Exchange 2007 SP3 on Windows 2008 R2 enterprise server.

Any help would be appreciated.
