I am using Windows 10, Build 10240 and Edge 20.1020.16384.0 with OWA version 14.3.210.2.
The uploading tool does not open the screen where the user selects the file(s) to attach to a new or existing message.
Incidentally, the uploading tool works well in the Light Version of OWA.
