One user cannot forward emails sent to him from a single domain

Am am having a problem with one user not being able to forward emails sent to him from a single domain. This only happens when sending the email from his Outlook 2010 client. If he checks his email using his iPad, he can forward the email with no problems. We are running an Exchange 2003 server on the back end. The message he receives is:

 

"You do not have sufficient permission to perform this operation on this object. See the folder contact or your system administrator."
