Exchange 2013 IMAP4 POP3 Refusing Connection (Connection Reset) Ports 110,143

Would anyone have an idea why Exchange would refuse connections in the following instance: I’m testing IMAP4 (143) and POP3 (143). I notice my problem from the public interface but it turns out it’s happening on the Exchange server itself. When telnet while on the exchange server using the FQDN (telnet mail.domain.com 143), I get a proper welcome message. Same thing happens when I telnet using “127.0.0.1”. Unfortunately, when I try the LAN IP, exchange refuses even while on the exchange itself. I’ve turned off all firewalls, all IMAP and POP services are running w/ no problems. Would you have any ideas?
