Following Domain Controller Crash, Outlook clients repeatedly ask for authentication

I had the domain controller in the same site as the exchange server fail and I had to install a new DC, seize and transfer the FSMO roles and then tidied up the meta data of the old DC.

Outlook profile creation fails at the step "logging on to the mail server" when it prompts for authentication which fails regardless of the user, UPN format etc.

Existing Outlook profiles will open and imediately ask for credentials which immediately fail resulting in Outlook not connecting to the exchange server. I have noticed that after the authentication fails that autodiscover runs but does not resolve anything.

OWA works just fine. I have verified that autodiscover is configuring the clients with anonymous authentication and Outlook Anywhere as per other posts I have come across.

The new domain controller has the same IP Address as the old domain controller
