Secondary Exchange 2010 Server Deployment: Unable to configure new user on new MDB via Outlook and unable to access OWA

Greeting,

We have a single AD Domain with one Exchange 2010 (EXCH1) internet facing server across the globe in UK with MBX,CAS,HUB & Transport role and I just deployed a secondary Exchange 2010 (EXCH2) with same role with same service pack and rollup level in the US. I created a new MDB on (EXCH2) and created a new user with mail address within the EMC to (EXCH2). All users on EXCH1 access OWA via external URL:https://owa.mycompany.com/owa . After creating the new user on EXCH2, I am unable to gain access to the mailbox via that external URL. However, if I access the internal URL of (EXCH2) viahttps://servername/owa I can gain access just fine. I'm unable to send e-mails internally as well from that user to other users on the other exchange server. Is there some sort of configuration setting or connectors I need to setup to have both boxes communicate and redirect appropriately in the CAS configuration? I'm unable to setup the user via Outlook 2013 as well with autodiscovery, it will not authenticate the user.

OWA error via external URL:

A server configuration change is temporarily preventing access to your account.
Please close all Web browser windows and try again in a few minutes. If the
problem continues, contact your helpdesk.

The ultimate goal is to migrate users from EXCH1 to EXCH2 mailboxes and later on upgrade to EXCHANGE 2013. I could not find any good articles as far as installing a secondary Exchange 2010 server since most articles states that it would be an easy install and everything should work just fine with minimal configuration changes. Any help is greatly appreciated, thanks!
