i am received spam email in my inbox not Junk-mail

Hello ,

 i have exchange 2010 and outlook 2010

i am facing problem ,all users received spam email in inbox not Junk mail
what to do to avoid this ?
I want when the user receives a spam I want to go to junk-email not inbox.
