Address Book Policy Problem on Outlook

Hi,

I encountered a strange behavior with Exchange 2010 address book policy.

The Environment:

  • All servers run Windows 2008 R2 and Exchange 2010 SP2
  • No legacy server, no public folder
  • All clients run Outlook 2010
  • The default GAL has been used for a few months, no problem.

What I did recently:

  • I created a new address List called 'AddressList1'
  • I created a new OAB called 'OAB1'
  • OAB1 includes AddressList1 but not default GAL
  • I observed OAB1 was generated properly by mailbox server (confirmed no problem)
  • I observed OAB1 was replicated properly to all CAS (confirmed no prpblem)
  • I created a new address book policy called ABP1
  • I assigned OAB1 to ABP1, i.e. Offline Address Book attibute of ABP1 was set to OAB1
  • I assigned ABP1 to an existing user User1.
  • Btw, User1 has been using Outlook for a few months. He has an existing Outlook profile on his PC. He has downloaded the default OAB long ago. 

The strange behavior:

  • After a few days, User1 is still seeing the default OAB in his Outlook address book. OAB1 was not downloaded at all.
  • User1 open the Download Address Book from Outlook ribbon. In the Choose address book field, it shows OAB1, and it's the only item in the drop down list (this indicates that Outlook is aware of ABP1)
  • If User1 click Cancel, OAB1 will not be downloaded, even if wait for a few days; 
  • If User1 click Ok, OAB1 will be downloaded properly. When he open Address Book, it shows OAB1 and its contents.

It seems that Outlook will not download the new OAB automatically even though it knows that it supposed to use the new OAB. I have thousands of users and cannot afford everyone doing download manually. How to get Outlook to download new OAB automatically based on assigned ABP?
