Setting user configuration in a domain environment

Running SBS2011 / Exchange 2010. Clients are on Office 2010. GM wants all users to have Outlook formatted the same way. I've pulled down the admin templates, but they don't really address the settings we are after:

1. There is a custom address book that lives in the public folders. It is configured individually as an outlook address book and set as the default address book for Outlook.

2. There are 4 users whose calendars are visible to everyone. They are set up in Outlook as a group calendar. The individual user's calendar is unchecked.

3. Both the address book and the calendars have a custom view.

The GM wants new users or users who log into a computer for the first time to have these options and views set as default. He would be even happier if they could be locked so no one could change them after initial setup.

Any ideas?
