Emails sitting in Outbox - delay sending being set to 17:00 by default

I am using Outlook and Exchange 2010 on a SBS server, emails from two users are not being sent, i.e they are sitting in the Outbox. On closer inspection the delay sending time is set to 17:00. If this is removed the email goes. I believe this is a problem with a corrupt 'normal.dotx' file but if the template is replaced Outlook replaces it with the corrupt one. In the meantime I have created a new message template with the delay time set to 00:00 and used a macro to display it and it works fine. Is there a fix for this problem?
