New created user cannot access OWA

I have a sporadic issue with some new users.  As we migrate folks to Exchange, some new accounts created are unable to access their mailbox via OWA (or their personal device).  It just keeps responding "The username or passowrd you entered isn't correct.  Try entering it again.".

They never successfully log on (although some have after a few days).  I've verified that they have the correct security.  

Any ideas?
