Here is what happened in OWA 2013 under People tab:
1. Under My Contacts, there is a contact named "Mike Taylor" which does not belong to our AD members or contacts. He does not work for our company, and is an external contact with an external email address.
2. I created a group list under My Contacts, say "ABC Group". Then I wanted to added Mike Taylor to this group. When I enter "Mike" on the Members field and click Search Contacts and Directory, it did not pop up with Mike Taylor but just saying "no match found".
