Outlook 2010 user cannot send attachments to only 1 outside email address

I have a weird problem.  I have Exchange 2010 and Outlook 2010 for all my 110 users.  One user in particular (who does NOT have anything unique about her Outlook/Mailbox setup) cannot send an email with any attachment(s) to 1 outside email address. She can send emails with attachments to any other internal/external email addresses.  You would think that it is a setting on the person's email account/program that is preventing attachments but I tested 5 other users from my domain that can send emails with attachments to the outside email.  The outside user can receive emails with attachments from all other senders.

The weird thing is that the recipient receives the email but with the attachments not there?  Supposedly he said there is no message about the attachment being stripped out in his email program.  It is simply one user on my side cannot send email attachments to one specific recipient on the outside.

I was thinking anti-spam but I don't know of any anti-spam service that allows the email but not the attachment, from only 1 user on a domain...not to say there isn't that type of anti-spam program out there, I have just never seen it.

I do not have access to any of the recipients server/client settings so I can only go based upon what he tells me.

Any ideas on what I could check would be helpful.
