Public folder calendar permissions

We recently migrated from Exchange 2003 to Exchange 2010 and from Server 2000 to Server 2008.  I have one user now who is unable to view appointments created by other people in the public folder calendar. All the users are using Office 2010. Below are the steps I have taken.  Has anyone seen this issue before?

1) Confirmed he has owner permission on the public folder calendar.  Also, removed and re-added permission.

2) Created new public folder calendar and gave this user owner permission.  He is unable to see new calendar.

3) Logged into Outlook webmail and he is not able to see the new calendar or any appointments.

4) Re-created MAPI profile and logged him into another pc and same issue.

5) Removed all Active directory security groups from user and just left him as domain user.

6) Tested with other users and they are ok and able to see new public folder calendar and appointments.

7) Ran outlook /cleanviews and also outlook /safe.
