Categories disappeared in Outlook 2013 after Migrating from Onsite Exchange 2010 to Office 365

I have a client that had their Categories disappear from Outlook 2013 Migrating from Onsite Exchange 2010 to Office 365.  We tried outlook.exe /remigratecategories, but it only brought back the categories but not the colors.  I would like to know what causes the categories to dissappear and a possible fix for future migrations to keep categories and their colors.
