able to log in OWA even if user does not set any OWAMailbox Policy and OWAEnabled is false i Exchange 2013

Hi,

 I have not set any OWAMailbox policy to user and OWAEnabled is false to that user, But user can log in to OWA in Exchange 2013. Is any setting or it is expected behavior in Exchange 2013. Please help me.
