Outlook Anywhere - Exchange Administrator has made changes error

Exchange 2013, Outlook 2010/2016.

Outlook profile setup completes without error.

After the Outlook profile is completed, the Exchange admin has made changes, please close/reopen outlook message pops up.  Closing the message allows Outlook to load without problems. Message only reappears after a computer reboot.

Multiple users, multiple computers. Only recently deployed Outlook anywhere - after Exchange 2007 was removed.

I had an Exchange 2007/2013 coexistence.  The 2007 server has been removed. The removal involved a recovery install and then uninstall.  The 2007 public folder database (empty) needed to be manually deleted from ADSI edit before 2007 could be uninstalled.

In the below path in ADSI edit, the creation date coincides with the 2007 server. There is only one entry in that folder.  There are no public folders in exchange 2013.

ADSIEdit > Configuration >CN=Services > CN=Microsoft Exchange > CN=your ORG name > CN=Administrative Groups > CN=Exchange Administrative Group > CN=Folder Hierarchies > CN=Public Folders
